This law aligns with the European Union directives and Kosovo\u2019s obligations under the Energy Community Treaty.<\/p>\n<hr data-start=\"517\" data-end=\"520\" \/>\n<h3 data-start=\"522\" data-end=\"548\">Purpose and Objectives<\/h3>\n<p data-start=\"550\" data-end=\"566\">The law aims to:<\/p>\n<ul data-start=\"568\" data-end=\"784\">\n<li data-start=\"568\" data-end=\"618\">\n<p data-start=\"570\" data-end=\"618\">Reduce energy consumption through efficient use.<\/p>\n<\/li>\n<li data-start=\"619\" data-end=\"652\">\n<p data-start=\"621\" data-end=\"652\">Improve energy supply security.<\/p>\n<\/li>\n<li data-start=\"653\" data-end=\"698\">\n<p data-start=\"655\" data-end=\"698\">Decrease the negative environmental impact.<\/p>\n<\/li>\n<li data-start=\"699\" data-end=\"784\">\n<p data-start=\"701\" data-end=\"784\">Fulfill Kosovo\u2019s international commitments in the fields of energy and environment.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"786\" data-end=\"789\" \/>\n<h3 data-start=\"791\" data-end=\"852\">Establishment of the Kosovo Energy Efficiency Fund (KEEF)<\/h3>\n<p data-start=\"854\" data-end=\"1075\">The law provides for the establishment of the Kosovo Energy Efficiency Fund as an independent and autonomous legal entity, aimed at financing projects that promote energy efficiency in both the public and private sectors.<\/p>\n<hr data-start=\"1077\" data-end=\"1080\" \/>\n<h3 data-start=\"1082\" data-end=\"1120\">Obligations of Public Institutions<\/h3>\n<p data-start=\"1122\" data-end=\"1180\">According to the law, public institutions are required to:<\/p>\n<ul data-start=\"1182\" data-end=\"1418\">\n<li data-start=\"1182\" data-end=\"1245\">\n<p data-start=\"1184\" data-end=\"1245\">Incorporate energy efficiency criteria in public procurement.<\/p>\n<\/li>\n<li data-start=\"1246\" data-end=\"1332\">\n<p data-start=\"1248\" data-end=\"1332\">Implement measures to improve energy efficiency in buildings and equipment they use.<\/p>\n<\/li>\n<li data-start=\"1333\" data-end=\"1418\">\n<p data-start=\"1335\" data-end=\"1418\">Report on the actions taken and results achieved in the field of energy efficiency.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"1420\" data-end=\"1423\" \/>\n<h3 data-start=\"1425\" data-end=\"1479\">Role of the Kosovo Energy Efficiency Agency (KEEA)<\/h3>\n<p data-start=\"1481\" data-end=\"1505\">KEEA is responsible for:<\/p>\n<ul data-start=\"1507\" data-end=\"1710\">\n<li data-start=\"1507\" data-end=\"1566\">\n<p data-start=\"1509\" data-end=\"1566\">Implementing policies and measures for energy efficiency.<\/p>\n<\/li>\n<li data-start=\"1567\" data-end=\"1617\">\n<p data-start=\"1569\" data-end=\"1617\">Monitoring and reporting progress in this field.<\/p>\n<\/li>\n<li data-start=\"1618\" data-end=\"1710\">\n<p data-start=\"1620\" data-end=\"1710\">Supporting institutions and the private sector in implementing energy efficiency measures.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"1712\" data-end=\"1715\" \/>\n<h3 data-start=\"1717\" data-end=\"1767\">Sub-Legal Acts and Administrative Instructions<\/h3>\n<p data-start=\"1769\" data-end=\"1843\">To implement the law, several sub-legal acts have been adopted, including:<\/p>\n<ul data-start=\"1845\" data-end=\"2037\">\n<li data-start=\"1845\" data-end=\"1893\">\n<p data-start=\"1847\" data-end=\"1893\">Administrative instructions for energy audits.<\/p>\n<\/li>\n<li data-start=\"1894\" data-end=\"1949\">\n<p data-start=\"1896\" data-end=\"1949\">Criteria for energy efficiency in public procurement.<\/p>\n<\/li>\n<li data-start=\"1950\" data-end=\"2037\">\n<p data-start=\"1952\" data-end=\"2037\">Regulations on the organization and functioning of the Kosovo Energy Efficiency Fund.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"2039\" data-end=\"2042\" \/>\n<h3 data-start=\"2044\" data-end=\"2058\">Conclusion<\/h3>\n<p data-start=\"2060\" data-end=\"2380\">This law represents a significant step towards improving energy efficiency in Kosovo and achieving sustainable development objectives.
