Law No. 08/L-258 on the Promotion of the Use of Renewable Energy Sources
Law No. 08/L-258 on the Promotion of the Use of Renewable Energy Sources, adopted by the Assembly of the Republic of Kosovo and published in the Official Gazette on May 2, 2024, aims to establish a legal framework to encourage the use of renewable energy sources in the country. This law partially repeals Law No. 05/L-081 on Energy, updating it in accordance with recent developments in the energy sector and Kosovo’s international obligations.
Purpose and Objectives
The law aims to:

Promote the production and use of energy from renewable sources.

Improve energy supply security and diversify energy sources.

Reduce the negative environmental impact and contribute to achieving decarbonization targets.

Harmonize Kosovo’s legislation with European Union directives on renewable energy.
Measures and Implementation Mechanisms
The law provides for a range of measures to achieve its objectives, including:

Establishing financial and fiscal support mechanisms for renewable energy projects.

Setting mandatory quotas and targets for renewable energy use across various sectors.

Simplifying licensing and grid connection procedures for renewable energy producers.

Promoting private and foreign investments in the renewable energy sector.
Sub-Legal Acts and Administrative Instructions
To implement this law, the Ministry of Economy has adopted Administrative Instruction (ME) No. 01/2024 on the Competitive Bidding Process for Granting Support for Renewable Energy, published on December 17, 2024. This instruction defines the procedures and criteria for selecting projects eligible for support under the mechanisms established by the law.
