Kosovo Energy Strategy 2022–2031

The Energy Strategy of the Republic of Kosovo 2022–2031, adopted by the Assembly of Kosovo on March 8, 2023, sets the strategic direction for the development of Kosovo’s energy sector over the next decade. The strategy aims to ensure a sustainable, affordable, and clean energy supply to support economic growth and the well-being of Kosovo’s citizens.

The strategy focuses on five strategic goals:

  1. Improving Energy System Reliability:
    Modernizing existing infrastructure and building new capacities to ensure stable energy supply.

  2. Decarbonizing the Energy Sector:
    Reducing greenhouse gas emissions and increasing the share of renewable energy sources.

  3. Enhancing Energy Efficiency:
    Promoting measures to reduce energy consumption in both public and private sectors.

  4. Developing the Energy Market:
    Integrating Kosovo into regional and pan-European energy markets, including cooperation with neighboring countries.

  5. Engaging Citizens and Communities:
    Encouraging active citizen participation in energy production and consumption, while promoting transparency and education.

To achieve these objectives, the strategy foresees:

  • Increasing renewable energy capacity to 1,600 MW by 2031, including solar, wind, and biomass energy.

  • Reducing greenhouse gas emissions by 32% by 2031 compared to 2020 levels.

  • Modernizing and expanding the electricity transmission and distribution network to improve efficiency and reliability.

  • Developing energy storage capacities, including high-capacity battery systems.

  • Promoting energy efficiency projects in public and private buildings as well as the industrial sector.

📅 Implementation Program 2022–2025

  • Encompasses 90 specific activities grouped into five strategic and fifteen specific objectives.

  • Planned investments amount to approximately 1 billion euros, funded by the state budget, private investments, and international donations.

  • Regular monitoring and reporting on progress according to administrative guidelines.
