This policy brief supports the amendment of existing administrative instructions to include financial incentives and grant support for circular economy activities in Kosovo. The objective is to establish a supportive and inclusive legal framework that facilitates and accelerates the country’s transition to a circular economy.

🔄 Why is this important?
Circular economy initiatives in Kosovo are still in their early stages. Government support is essential to scale these efforts and encourage businesses, women entrepreneurs, and marginalized groups to adopt sustainable and circular practices.

📌 Key policy recommendations:

  • Revision of Administrative Instructions by the Ministry of Industry, Entrepreneurship and Trade (MINT) and the Ministry of Regional Development to explicitly incorporate circular economy components into their grant schemes.

  • Adaptation of existing national and municipal grant schemes to include circular economy criteria, alongside gender equality and empowerment measures.

  • Creation of dedicated financial instruments tailored to support circular economy businesses, with a focus on enterprises led by women and underrepresented groups.
