Law No. 05/L-101 on Energy Performance of Buildings
Law No. 05/L-101 on the Energy Performance of Buildings, adopted on 22 December 2016, served as the legal foundation for improving energy efficiency in Kosovo’s building sector. The law aimed to align national legislation with European Union directives in the field of energy and to reduce energy consumption in buildings.
🎯 Purpose and Objectives
The law aimed to:

Establish minimum energy performance requirements for buildings.

Implement a methodology for calculating the energy performance of buildings.

Certify the energy performance of buildings.

Inspect heating and air conditioning systems.

Promote nearly zero-energy buildings.
🧾 Secondary Legislation
To support its implementation, several regulations were adopted, including:

Regulation No. 02/18 on the National Methodology for Calculating the Integrated Energy Performance of Buildings.

Regulation No. 04/18 on the Minimum Energy Performance Requirements for Buildings.
🔁 Replacement by New Legislation
On 12 June 2024, Law No. 08/L-242 on the Energy Performance of Buildings entered into force, repealing Law No. 05/L-101. This new law aims to further strengthen the legal framework for energy efficiency in buildings by introducing updated standards and more advanced measures for reducing energy consumption.
